Catch them when they're young

The government intends to invest £3 million for support hubs for young adult offenders.
It seems that these hubs will work with young adults who have committed crimes, taking account of their emotional, behavioural and psychological development to prevent them from re-offending.
This represents a welcome reinforcement of the idea that young people who offend are just that; ‘young people who offend’ and not simply ‘young offenders’. As the initiative appears to acknowledge, the best time to address the behavioural traits that result in criminal behaviour is when bodies and minds are developing.
